The
QED Group LLC is seeking highly skilled candidates to serve as Chief of Party
(CoP) on a USAID-funded, Human and Institutional Capacity Development (HICD)
project in Rwanda.
ESSENTIAL
JOB FUNCTIONS:
A
resident Chief of Party (COP) will be engaged for the full period of the
program and will have overall responsibility for assuring that all assistance
provided is technically sound and appropriate for the needs to beaddressed, and
for adequately managing and supervising the work of all organizations and
individualsengaged under the program while in country. In addition to these
supervisory/ management functions, theCOP will be expected to play a leading
and substantive role in developing and implementing all activities, andshould
have demonstrated expertise in HICD issues.
The
COP will be responsible for preparation of annual work plans, quality control
and timeliness of alldeliverables, and review of all financial and results
reporting information on a regular basis. He/she willserve as primary point of
contact for the USAID/Rwanda Contracting Officer and Contractor
OfficerTechnical Representative, and will be the principal liaison with
USAID/Rwanda staff, institutions, and clientcountry partners to exchange
information and develop professional relationships. The COP is also
responsiblefor all reporting to USAID/Rwanda, and is expected to play a lead
role interacting with senior GORcounterparts, donors, and other key HICD
stakeholders. He/she will make verbal or written presentations asrequested by
the COR to varied audiences.
REQUIREMENTS:
- A Master’s
Degree in a relevant field.
- A minimum of
five years of experience managing a complex, multi-faceted project in a
developing country context, preferably in Africa;
- A minimum of ten
years of experience in applying organizational development methods and
theories in government or other institutions, including relevant
experience in a developing country context;
- Experienced
leader who has held senior positions in complex and/or high profile
organizations;
- Demonstrable
ability to recruit, lead, and develop high caliber staff with a range of
backgrounds and expertise;
- Strong track
record of building high performance teams and future leaders;
- CPT-designated
or HPI-certified or, alternately, a strong background in relevant
organizational development theory and practice in a developing country
context;
- Demonstrated
record of developing and implementing innovative approaches to solve a
range of complex issues and fostering buy-in at all levels;
- Extensive
experience in building relationships of trust and respect with a wide
range of people, from ministers to secretaries;
- Highly developed
political acumen and ability to navigate through complex political
situations;
- Strong and
nuanced awareness of Rwandan history and culture;
- Fluency in
French and English are required.
