The World Cocoa Foundation (WCF) is a non-profit organization promoting social and economic development as well as environmental stewardship in cocoa-growing communities of Africa, Southeast Asia and the Americas. WCF manages several programs across Ghana, Cote d
Ivoire, Nigeria, Cameroon and Liberia supporting the enhancement of livelihoods for cocoa communities and the supporting national governmental bodies that oversee cocoa production.
WCF seeks candidates for 2 positions, Finance and Administration Manager for its West Africa Regional Office, and a Grants Manager for the Africa Cocoa Initiative, a new program being initiated in the region to strengthen national platforms and improve cocoa productivity in the region.

Finance and Administration Manager Position Summary:



The Finance and Administration Manager has responsibility for the finance, accounting and administrative functions for the West Africa regional program. Main responsibilities include planning & budgeting, audit and internal controls; training and capacity building, financial report preparation, treasury, local procurement, logistics/travel management, and general controllership.

Position Responsibilities:
Provides leadership to regional office finance and administrative teams
Leads, manages and controls the overall finances of the regional office and ensures that the management of all budgets is in line with both organizational and international standards.
Identifies requirements for and develops reporting formats to aid in the management of operations operations and grant expenditures.
Prepare cash requests, review and approve expenditures
Ensure that all grants-related regulatory requirements (e.g., ADS, CFR, and OMB) are met in a satisfactory and professional manner.
Ensures country management and program staffs are provided timely finance reports
Closely monitors all financial activities, and keeps the Senior Management Team of all situations that have the potential for a positive/negative impact on internal controls or financial performance.
Directs and/or prepares all donor financial reports prior to submission to the senior leadership team and HQ
Responsible for managing and developing all members of the finance & administration team.
Ensures that timely and accurate monthly, quarterly and annual financial reports are prepared as directed by HQ.
Establishes performance standards and conduct annual evaluation and performance review of the finance and administration staff.
Plans, coordinates and directs the accounting responsibilities for the annual statutory audit (A-133) as prescribed by HQ.
Ensures that all policies and procedures relating to audits, reviews and certifications are respected and carried out in a timely manner.
Maintain personnel records for local staff, drafting both long- and short-term local employment contracts and ensuring compliance with local labor laws
Maintains local banking relationships in coordination with the senior management team.
Ensures the requirements for government and grantors reporting are fulfilled.
Develops and implements administrative systems, policies and procedures as necessary.
Ensures regular inventory is conducted for all, and maintains updated records/lists
Manages all vendors/contractors and ensure that all contracts for services meet minimum standards are in compliance with local laws and grantor policies/regulations.

Position Requirements:
Bachelor’s degree in Finance or Accounting (Masters Degree or CPA certification preferred) + 7 years of working experience.
Minimum 5 years experience managing the finance of large or medium-sized non-governmental organization.
Demonstrated knowledge with compliance to U.S. government cost accounting standards, grant management requirements and experience in developing and managing large budgets
Experience in human resource management
Self-guided, strong organizational and planning skills with the ability to work independently as a team player and under pressure.
Ability to train/develop others in financial management, administration & accounting
Strong interpersonal communication skills; experience in team leadership and participatory management.
Good command of English (reading, writing, and speaking skills required) with capability in French preferred.
Demonstrated knowledge/skills with financial management software and MS Office.
 

Grants Manager Position Summary:
The Grants Manager will support the WCF African Cocoa Initiative implementation and program development teams on preparation and finalization of a wide range of grant mechanisms including grants to cooperating implementing partners including (US-based and international NGOs, government entities, Public International Organizations (PIOs), commercial firms and small capacity building grants to new partners. Additionally, the grants manager will provide assistance for overall procurement support, budgetary management expertise, training, and grants implementation oversight to ensure overall project success. He/she will work closely with the ACI team to strengthen the necessary expertise in preparing and managing grants, working with the other field offices and WCF headquarters in Washington DC as needed.

Duties and Responsibilities:
Prepare and negotiate subagreements, purchase agreements, independent consultant agreements and other grants/contracts documents as needed including modifications, working with program staff to ensure successful implementation of the ACI Program Description.
Prepare and publish, as necessary, Requests for Applications (RFAs) in concordance with the ACI grants manual and lead the receipt and evaluation along with the technical teams of those applications.
Reviews costs for reasonableness, allowability, and allocability in accordance with applicable Federal regulations.
Work directly with senior program management to ensure smooth implementation of subagreements; organize logistical flow of grant implementation by HQ and field managers.
Work closely with the World Cocoa Foundation team to develop, revise and review grant agreement templates and implement the grants management manual for ACI as needed.
Conduct training for staff, and mentor ACI team and, as necessary, subrecipients on all aspects of USAID grants processes and procedures, including leadership and training of technical evaluation teams.
Review agreements and contracts to identify necessary approvals, vet approval/concurrence/waiver requests to USAID as needed.
Review draft subagreements and make recommendations regarding changes to request from the donor.
Create and maintain a grants database and tracking system and take lead responsibility for required USAID reporting requirements.
Conduct review with program implementation team once new sub recipient program is awarded, going over all the program’s compliance regulations, deliverables, and noting implementation procedures and/or challenges.
Be the local expert on other USAID procurement issues for the ACI staff in the region including oversight of local procurement.
Lead the gathering, review and editing and distribution of reports from sub-grantees ensuring a common format and that reporting is completed according to sub-grant requirements.
Support the complete lifecycle of grants, from pre-award preparation through implementation and close-out.
Independently performs thorough cost-analysis of grant budgets to ensure compliance with applicable laws, policies, and regulations
Monitors grantees’ continuing operations to ensure compliance with the provisions of awards.
Maintain complete and accurate grants management files.
Other duties as assigned

Qualifications:
5-7 years previous experience providing grant issuance, management and support for US Government-funded programs.
An applicable undergraduate degree from an accredited university, a master
s degree in finance, accounting, economics and/or MBA preferred.
Demonstrated familiarity with USAID requirements, including the ADS (and in particular 22CFR226), and OMB Circular A122.
Demonstrated familiarity with all types assistance instruments including grants to governments and Public International Organizations (PIOs).
Working knowledge of USAID/US Government budget development and management policies and procedures
Competence with Windows and Microsoft Office
Strong interpersonal and problem-solving skills
Ability to work as part of a team
Strong English language (written and spoken) with French writing/speaking ability preferred
