PSI
seeks qualified, dynamic candidates for the position of Technical Advisor for its HIV prevention and safe water and
sanitation programs in South Sudan. The Technical Advisor will be responsible
for planning, supervising and implementing PSI South Sudan's portfolio of
HIV/AIDS and WASH programs, including the supervision of a national sales team
focused on social marketing.
The
current portfolio is comprised of behavior change communications program on
HIV/AIDS, including:

social
marketing the Number One male condom brand;
·
program
diarrheal disease management, including social marketing of Waterguard chlorine
tables and PUR chlorine-based powder, and sanitation marketing.
·
The
HIV/WASH Technical Advisor will work closely with USAID-funded primary
contractors: Management Sciences for Health (MSH) and Family Health
International (FHI), Proctor and Gamble (P&G), UNICEF, Ministry of Health,
South Sudan AIDS Committee (SSAC), WHO, and a wide array of local and
International NGOs.

The
Advisor’s responsibilities include representing PSI in a complex political
context, fund-raising, and strategic planning and overall management of the
programs.
This
full-time position is based in Juba, South Sudan, with 30-40% travel to Yei,
Malakal, and Wau and reports to the Deputy Country Representative.
RESPONSIBILITIES:
•
Oversee implementation of all HIV/AIDS and WASH programs, including sales and
distribution in four areas in Southern Sudan, including Juba, Yei, Wau and
Malakal;
•
Provide technical oversight and strategic direction for program implementation
and development;
•
Responsible for all aspects of program management for all grants funding these
program areas including budget oversight;
•
Manage, mentor and coach program staff responsible for program implementation;
•
Compile, review and prepare financial, technical and other reports as required
by donors and PSI/Washington;
•
Enforce field office administrative policies, and ensure contractual
compliance;
•
Prepare and supervise the implementation of annual marketing, sales and
distribution plans;
•
In collaboration with the Research and Communications Departments, coordinate
program-related research activities, including product coverage and
distribution surveys, project baseline and end-line surveys and qualitative
studies to inform communication strategies;
•
Establish and maintain new partnerships with private and institutional
distributors to facilitate access to products and services in project areas;
•
Develop proposals and identify funding opportunities as appropriate;
•
Coordinate brand advertising and promotion activities including working with
creative agencies and designers;
•
Participate in Technical Working Groups at Government and State Levels as
needed;
•
Represent PSI at relevant Cluster meetings;
•
Support the Country Representative and Deputy Country Representative in
strategic planning and overall institutional development.
QUALIFICATIONS:
•
Relevant post-graduate degree;
•
Minimum four years of program management experience;
•
Demonstrated ability to manage multi-sectoral programs with diverse funding
streams;
•
Budget and contractual compliance experience;
•
Familiarity with international health, development issues, and the
international donor community;
•
Knowledge of social marketing;
•
Exceptional and established diplomatic skills;
•
Excellent written and oral communication skills;
•
Knowledge of USAID/PEPFAR requirements is a significant advantage;
•
Experience with social mobilization programs in Africa is an advantage
The
successful candidate will be a creative, innovative and strategic thinker and
will have excellent communication, analytical and organizational skills;
interpersonal and cross-cultural skills; a proven ability to produce results in
difficult circumstances; and the ability to work efficiently and quickly under
pressure. The ideal candidate will come equipped with a good sense of humor, the

environment where the security situation is fluid.
