Position Summary
Creative
Associates International (Creative) is seeking a Grants Manager for an
anticipated USAID-funded project proposal in Sudan, called “Steps Toward
Enduring Peace in Sudan,” which will complement and enhance the rest of the
USAID/Sudan portfolio by supporting the government and people of Sudan by
promoting peaceful stabilizing influences in conflict-prone communities through
the implementation of small activities and grants.
Creative
seeks a Grants Manager to assist the
Deputy Chief of Party (DCOP) with overseeing all the grant compliance,
including the pre-award surveys for various partners under the project. S/he
will support the DCOP in the review of grant awards for responsibility,
determination, cost realism, regulatory compliance and risk analysis and
mitigation. S/he will also be responsible for the collection and appropriate
storage of all grant documentation. S/he will also lead in developing the
capacity of other programs and field staff in donor compliance.
Reporting &
Supervision
The
Grants Manager will report to the Deputy Chief of Party - Programs.
Primary
Responsibilities
·
Maintains
grants in compliance with USAID Grants Manual and USG and USAID regulations
(FARs and AIDARs) as well as internal Creative policies and regulations;
·
Provides
key inputs and oversees the management of grants' electronic and hardcopy file
administration, ensuring that these conform with Creative regulations;
·
Advises
and assists the DCOP in the implementation, monitoring and evaluation of small
grants and short-term technical assistance;
·
Provides
guidance and training, as necessary, to all potential sub-grantees on the
requirements of the proposal preparation and submission process, financial
management requirements, and any other administrative requirements pertinent to
working with a USAID-financed activity;
·
Coordinates
NGOs' work under sub-grants with that of other technical experts and their
counterparts also working under the program;
·
Works
with programs, procurement and finance departments, ensuring that grants are
closed as per schedule agreed with USAID;
·
Works
with program teams to draft final comprehensive evaluations for grants in the
closing process.
Required Skills &
Qualifications
·
Minimum
of a Bachelor’s degree in a relevant field;
·
Minimum
of 5 years of experience in grants management;
·
Demonstrated
knowledge of USG/USAID regulations and compliance requirements related to
international assistance programs;
·
Experience
working with NGOs, particularly CBOs;
·
Familiarity
with USAID policies and procedures;
·
Excellent
written and spoken English language skills;
·
Fluency
in Arabic is desired;
·
Prior
experience working in Sudan is desired.
