Rwanda
Agriculture Board (RAB) would like to recruit a Financial Advisor based in
Kigali to assist the staff in the Corporate Services Division and its
implementing Zones to set up a sound financial management system by merging all
financial management systems of the three merged Government bodies (RADA, RARDA
and ISAR), which were previously autonomous and currently under RAB, in
accordance with the Government Financial Management Procedures.
1. SPECIFIC TASKS TO BE ACCOMPLISHED

- Daily technical
assistance in RAB financial management transactions;
- Review of
existing financial management system in RAB and its zones;
- Identification
and assessment of issues in the financial management system, public
procurement and human resources management of RAB and its zones;
- Designing
appropriate RAB financial management procedures merging all previous
Government institutions;
These
procedures will include:
- Budget
preparation, execution and control;
- Resources
mobilization from MINECOFIN and other donors;
- Payment
procedures;
- Accounting
policies and procedures;
- Financial
reporting
- Logistic
management
- Audit policy
- Public
procurement management;
- Human Resource
Management
- Internal
Revenues Management System(Pricing, selling, collecting, banking, recoding
and reconciliation)
- Stock Management
system (Seeds from CIP & Stations production, Pesticides, Fertilizers,
Office furniture, Lab reagents. Fuel, etc)
- Fixed Asset
Management system ( Buildings, Vehicles, Moto Cycles, ICT equipments,
cattle, etc)
- Assist the staff
in the financial management to prepare monthly and quarterly
financial statements to be submitted to MINAGRI and MINECOFIN ;
- Prepare a comprehensive
training needs assessment for the Financial management staff;
- Identify gaps in
the financial management, recommend recruitment of additional staff where
necessary and assist RAB in the recruitment process,
- Technical
assistance to the staff of RAB financial management on the use of
elaborated procedures.
2.
QUALIFICATION AND EXPERIENCE REQUIRED
- A Masters Degree
in Business Administration or a postgraduate Diploma in Business
Administration majoring in finance. Possess an ACCA or CPA is an added
advantage;
- Minimum 10 years
of work experience in public sector accounting and financial management;
- Have completed
the same consultancy in at least two public institutions;
- Advanced
knowledge of the Government of Rwanda and Donors financial procedures;
- Have at least
elaborated five (5) financial procedure manuals in public institutions or
government development projects;
- Excellent
knowledge of International Public Sector Accounting Standards (IPSAS)
applicable in Rwanda’s public sector;
- Excellent
communication skills; Fluency in either English or French and have working
knowledge in the other language.

SUPERVISION AND REPORTING ARRANGEMENTS
The Consultant will work under the direct supervision of the Head of Corporate Services Division and will work very closely with RAB staff.
4. DURATION OF THE ASSIGNMENT

4. DURATION OF THE ASSIGNMENT
- The assignment
is expected to be completed after nine (9) months but can be extended for
a period mutually agreed. The implementation will be done as follows:
- The financial
management technical assistance will be done on daily basis;
- The report on
need assessment will be delivered after two (2) months;
- The financial
management manual will be delivered after a period of four (4)
months;
- The technical
assistance on the use of the manual will be done during a period of three
(3) months.
