Based
at Kampong Cham Programme Unit, DRR Project Officer manages and coordinates all
DRR and Climate Change project implementation by working with or through NGOs,
CBOs and government partners in order to ensure project quality, technical
soundness and alignment with Plan’s strategies, approach and policies and
procedures.
Job Dimensions:
The
position manages the entire project management cycle with annual budget between
100,000-200,000 USD. The incumbent is a resource person on DRR and Climate
Change at the PU level. S/he is responsible to ensure quality of programme/project
implementation on the ground.
Responsibilities and Accountabilities:
- Develop work
plans and project outlines as required to ensure they are followed PPM
guideline, CCCD, CSP, PULTP and PU annual plan and in timely manner.
- Plan, implement,
monitor and evaluate projects activities under his/her responsibilities so
that they are completed on the right track (meet targeted budget and
outputs), high quality and followed programme approach. If the project is
implementing by partners, s/he will ensure the projects implement smoothly
and in accordance to Plan and donors requirements.
- Provide capacity
building to Plan’s staff and its associates.
- Maintain contact
partners, government agencies and networks.
- Write and review
project reports for his/her projects to ensure they are submitted on time.
- Develop and
provide inputs for concept notes/proposal development and partnership
agreement.
- Contribute and
share good practices and lessons learnt on DRR and Climate Change projects
to other colleagues.
Knowledge, Skills, Behaviours, and
Experience Required:
- University
degree or evidence of advanced study in social development or other
related fields (health, WASH and agriculture).
- Knowledge in
community development, DRR/CCA mainstreaming in all related programs.
- Good knowledge
of rural development, integrated rural development and gender and
child rights.
- Ability to
develop proposal, work plan, monitor and evaluate the activities.
- Good English
language skill along with ability to write proposal, report, and good
practice.
- Excellent
negotiation and facilitation skills with the government and partners.
- Ability to
manage and analyse budgets and deliver projects to the agreed parameters.
- Good analytical
skills and the ability to access information on humanitarian issues.
- Computer
proficiency.
- Ability to
facilitate workshops, training sessions.
- At least two
years of experience in various aspects of DRR/CC and child rights
promotion and organisational learning in Cambodia.
